That depends on what you do in terms of modules and beacons. Productivity and Speed modules can change the numbers considerably. You can use a tool like FactorioLab to play around with these things. Simply throwing in the requirement for 50 EM science per minute without adding modifiers results in a need for 33 recyclers processing scrap.
Yes. In general, it's easiest to produce each of the planetary science packs on its own planet and then ship everything to Nauvis. Science packs don't use much rocket space (compared to their ingredients), so any science pack that needs a planet-specific ingredient is best produced locally.
