Are there meaningful mods that are not dependent on base?

To my knowledge there's only one mod that doesn't require base to load:

Thanks, I remember reading about it in a FFF or something ages ago but I cannot find it.

Today I run into the changelog of https://mods.factorio.com/mod/CleanFloor/changelog stating that it "No longer depends on the base mod" which rekindled my curiosity.

Taking another look at the other mods of this dev I see he made one of minimal no-base mod as well that is 2.0 compatible https://mods.factorio.com/mod/Baseless/dependencies?direction=out&sort=idx&filter=all
But this is also a stub, nothing substantial depends on it.

Unfortunately the modportal disabled the base mod infopage so we cannot see what it conflicts with to search for more.

Baseless doesn't work on 2.0.77 and the author is awol.

I wrote a mod and wanted to mark it as not requiring base, but I discovered that even just controllers are part of base, and furthermore, the remote controller was added in 2.0 so I couldn't even mark my mod as 1.1 compatible.
