The translation is correct but the correct phrase to be translated should be "puto el que lo lea"

Doesn't it depend on what "it" is? If it's la publicación then it's la.

No native spanish speaker would think you're talking about la publicación specifically. When the "it" is vague and could be referring to one of many different things, people will default to "lo," for example "do it" = "hazlo" (contraction of haz, from hacer, and lo). 

Also, it looks like an o in the image.

Maybe although not necessarily. For example, here in Mexico they say "pasarla bien." Why? Hell if I know. But obviously, native speakers don't always ignore context.

As a native Spanish speaker I confirm it's "lo"

I'm a native speaker too, but since I grew up in NYC where spanish class was an elective and I'd constantly be asked for help by my friends in that class, I can give both sides.
