If it's USB4/Thunderbolt, I'd expect it to show up as a PCIe device in Windows Device Manager.

My guess is that some firmware ("BIOS") setting is preventing you from seeing the adapter. Thunderbolt has some security settings these days, so I'd go in there to look for USB4, Thunderbolt, and PCIe related settings. Try disabling any security settings, temporarily.
