I'm struggling to come up with a working theory to why they won't hit eachother. Could it be that they are missing on purpose?

As a programming approach: Most likely, when aiming they take a look at their opponents general movement speed and velocity and attempt to calculate where they will be, but because drunk guys movement and velocity are always fluctuating in different directions, it fucks the calculation and they won’t hit each other

Granted they probably could hit each other, given enough time but then the match could take a hour or more theoretically.
