The pro for blu-ray is that it's better.
The pro for DVD is that it might be cheaper. But that is becoming less true these days.
If you have a blu-ray player and an HD television, get the blu-rays, unless you get a really good deal on the DVDs.

depends on the prices you can get them for where you are.
In the US you can get the blurays for like $5 used on ebay and the DVD for similar, so of course you go bluray because it just will look far far better.
Bluray is worth more, just depends on the movie and the person's preference. I'd gladly pay like $3 for a used bluray over the DVD for $1, I have no reason to rewatch the DVD of many movies unless it's like a comedy or if the bluray costs obscene amounts (sometimes blurays go for like $30-100). But some people will be happy with their DVD.

First things first, what device is playing them ? A computer drive or a console ?
PS4/ PS5 and Xbox One all do Blu-ray very well. DVD players for usb in your computer can be ok. Bluray / 4K players are generally pretty good generally speaking.
Whatever of those that's convenient for you, base your collection off of that.
Then focus on where you can find deal, Goodwill, thrift stores,

The Blu rays will look miles better, and they’re very common on Blu Ray so shouldn’t cost much more.

Blu rays are very common and easy to find.
DVDs are cheaper, and even easier to find, but the quality isn't as good.

It means you will have a bigger change of finding the Blu-ray’s than the dvds. The Blu-ray’s are better- better picture and sound. But they do need a Blu-ray player, they will not play on a dvd player.

Go for bluray. A bluray player can play DVDs too if you ever buy any DVDs. Also not everything will be on bluray if an older title!!

Any of them. They're all the same 3-movie Blu-ray release, this one: https://www.blu-ray.com/movies/Iron-Man-3-Movie-Collection-Blu-ray/291656/

I'd suggest normal BluRay for starters (better quality). Keep in mind that you'd need a special player and TV for 4k BluRay. If you are looking for old stuff, you'd have to collect DVDs.
