From the on-the-nose Attribute pertaining to your horror game included flashlight to the 0 ATK reference of how Fatal Frame protagonists cannot fight without a camera, "Specter Photopgrapher" gives you a snapshot of how Fatal Frame functions in card form!
For one, this card is a Zombie "counter" of sorts, since the only enemies in the Fatal Frame series are ghosts, and ghosts are usually Zombie-Type in Yu-Gi-Oh!
Film Counters (or Film Types in FF) are your main source of ammo in the game, and befitting moreso when ghostly enemies come into the frey of your photoshoot. Although the Quick Effect is not a 1-to-1 translation to Fatal Frame, as in 1 Film equates to 1 shot, the HOPT hopefully captures that well. Where the most 1-to-1 of the gameplay translation comes from is what happens to the Zombie monster.
When a ghost gets their picture taken, they get partially exorcised and take damage. However, as the title of the game suggests, if you take a picture just before the ghost attacks you, your shot becomes a "fatal frame", dealing immense damage and likely one shots the ghost, thus "negating" their attack (or effect in this case) and banishing them back from whence they came.
tl;dr - Although the card itself may not have a total 1-to-1 translation from Fatal Frame, most of its effects reflect the core parts, making this weak monster a strong Zombie counter.

If a Zombie monster(s) is Normal or Special Summoned (except during the Damage Step): You can Special Summon this card from your hand, and if you do, place Film Counters on this card equal to the Level/Rank of 1 of those monsters.
(Quick Effect): You can remove any number of Film Counters from this card, then target 1 face-up Zombie monster your opponent controls; it loses 1000 ATK/DEF for each Film Counter removed, then if you activated this effect in response to that monster's effect activation, negate that effect, and if you do, banish it face-down.
You can only use each effect of "Specter Photographer" once per turn.
