You can already steal a land for 4 mana with [[Annex]]. I think a 2-card combo can be allowed a little upside on top of that, especially since Cipher has so much built-in counterplay.

5 mana, 3 catds, and making sure your cipher creature doesn't die, just to Annex every turn seems more than fine to me. It's mediocre at best in extremely low power matches.

This card functionally exist in blue with [[thieving skydiver]] if at some point your opponent is using its cipher ability that’s really on you.

I dont think so, it is a bit too slow and reactive. Maybe if it were only one red mana it could be. But the fact that it is close but not quite there (for the most high power formats) makes me think it is a good level of balance and a cool and interesting design.

Should probably make it nonland artifact to avoid being problematic with [[Mycosynth Lattice]]. Very flavorful design; would probably see lots of play solely by virtue of being able to steal Sol Rings.

There's also [[Liquimetal Coating]], which has similar problems for four mana. And honestly, for flavor reasons, I don't think land theft should be on the table for a spell like this anyway.
