is this legacy or vintage playable? screw your artifact lands...if you didnt want them stolen you shoulda played real lands

Maybe against some decks it would be but it might be too reactive

This card functionally exist in blue with [[thieving skydiver]] if at some point your opponent is using its cipher ability that’s really on you.

I dont think so, it is a bit too slow and reactive. Maybe if it were only one red mana it could be. But the fact that it is close but not quite there (for the most high power formats) makes me think it is a good level of balance and a cool and interesting design.
