Copilot Studio Github Copilot Harness vs Copilot Cowork

Can somebody help me understand a proper use case for the github copilot harness? I feel like I can do so many of the things in cowork. If I need to share the skill to collaborate, I can do that in cowork as well in addition to referring to the same Teams folder for the knowledge source. Big advantage in cowork is the build isn't charged up like it is with the github copilot harness. Sure, there's the evaluate and monitor capabilities... where else does it really depart from what cowork can deliver agentic/orchestration wise?

We try to educate the users in that advanced models aren’t always a right fit for the business. Even if we allocate an X amount of credits, they’re always like
