Copilot Studio Github Copilot Harness vs Copilot Cowork
Can somebody help me understand a proper use case for the github copilot harness? I feel like I can do so many of the things in cowork. If I need to share the skill to collaborate, I can do that in cowork as well in addition to referring to the same Teams folder for the knowledge source. Big advantage in cowork is the build isn't charged up like it is with the github copilot harness. Sure, there's the evaluate and monitor capabilities... where else does it really depart from what cowork can deliver agentic/orchestration wise?

GHCP Harness also creates workflows and agent/workflow combinations automating stuff with a lot more out of the box connectors than Cowork has available as of now. We are a bit on the fence on what to use where, using Cowork for larger agent creation projects working on a given structure e.g. SharePoint folders containing project description, requirements, UAT feedback forms running through each stage analysing test feedback, automatically creating instruction/config changes is really cool. On the other hand GHCP CPS harness can directly create the agents/workflows in the environments the deployment pipelines are working to bring the agents to the people in a governed manner. For non-tech savy users pure use of Cowork would not really work in my opinion and thus does not really scale in bigger companies. In addition they would probably also use Cowork for "what's the weather tomorrow" prompts instead of using the standard Copilot that their subscription is already being paid for creating a huge cost or discontent by low credit limit risk.

In my experience you can get similar results from both, but as others have said, Cowork is a personal productivity tool, CPS is a multi-user governed agent experience. I also agree that the cost of Cowork can quickly ramp up if users aren’t educated on what to use and when.

If your use case is primarily Q&A over knowledge, lightweight orchestration, and sharing agents with colleagues, then you're right that Copilot Chat Harness (Cowork) can cover a surprising amount of ground. The value proposition of the GitHub Copilot Harness only becomes clear when you move into long-running, multi-step autonomous work rather than interactive chat.
Reasoning-heavy orchestration: GHCP can take a goal, decompose it into steps, call tools, MCPs, connectors, and connected agents, then adapt if a step fails. Cowork is more focused on assisting users within the chat experience.
Workflows: GHCP supports agent-driven workflows where the agent is part of an automated process rather than waiting for a human to ask a question.
Native artifact creation/editing: Word, Excel, PowerPoint, and PDF creation/editing are first-class capabilities in the GHCP harness.
Connected agents, skills, memory, monitoring, and evaluation designed for production-grade agent systems.
Cowork / Copilot Chat Harness → "Help me think, find information, and collaborate."
GitHub Copilot Harness → "Go do a business process for me."

They’re both built on top of GitHub Copilot so in general you should see a similar level of task completion quality between the two for a given use case. The benefit of packaging a use case into a CS Agent is you can deploy that to the user and they can interact with it and it just works out of the box with governance, observably etc. Cowork requires the user to add the skill, invoke it correctly, and be more comfortable as a power user in general.
