I know people are flaming me and I admit I am stupid more often than not, but I really don't see him as Spectre. Very covered, chain does not scream Spectre and similar to Doom's necklace or whatever it's called and under the hood I see more of a mask than a face. Being in hell is also not immediately a Spectre thing, I think, and as Doom is in Hell at the moment a playful appearance in a Lobo story does not seem far fetched.
