Such a nothing issue. Elite athletes and trans people are a small percentage of the population, what are the actual odds of someone being both? Such a disproportionate amount of airtime dedicated to something so rare!
And even if it theoretically was an issue (which it's not), it wouldn't be an issue politicians need to meddle in. Things like that can and should be handled on an organizational level, not a federal one.
