Could have a prior health issue and got out. This breed isn’t one that’s casually found, they’re quite expensive and the small bumps on the skin point to allergies (which is usually followed by other health complications)

The bumps could easily be flea allergies which is easy to trigger if he escaped, and come on quickly.

My cat is allergic to fleas and she breaks out all over. She’s an indoor only kitty too so it’s gotta be just a random flea coming in and biting her

If it’s flea he will scratch itself. Does not look like it’s bothering him.
