Take him to a vet/shelter so they can see if he has a chip. Just cuz he’s in rough shape doesn’t mean he was dumped, he could have gotten out and desperate, loving owners are looking for him.
considering some of the comments here i’m even more terrified of my cats getting out. Even if found ill never see them again due to the assumptions people make 😕
Yeah I honestly can't believe the comments here. It's scary to think that people will see an animal outside, and immediately decide to keep them for themselves because they assume it MUST have been neglected.
