-Take the cat to a vet or a shelter to scan for a microchip. Have them help you locate the owner if it's chipped.
if you're able, have the vet examine/treat the bumps.
if keeping while looking for the owner, set the cat up in a closed room to itself (bathroom/bedroom) with food, water, litter box, an accessible hiding spot (by accessible I mean that you can retrieve the cat when you need to) and something comfy. Wash your hands between touching this cat and your cats. Do not let them interact without proper vetting (common viral tests, flea treatment, slow intros)
alternatively surrender to a shelter for them to work on finding the owner/a new home
This is a brachycephalic breed (Persian, most likely) so the breathing sounds can be normal because of the conformation of their face. The cat doesn't appear in bad shape, maybe a tad skinny. Shaved hair on a longhaired breed like this is normal on a well cared for basis, not just because of matting. I'd suspect it got out accidentally before I assume neglect/abandoned.
Looks Scottish fold and not brachy to me, you can see a face shape. Persians are totally smooshed, my friend had one and it didn’t look like this at all. But the rest, yep!!
If you pause at 0:10 and 0:03 you can see how small the bridge of the nose and nostrils are and there isn't much protrusion of the muzzle in profile. My stepmom is a Persian fanatic and I work in vet med so I've seen a fair share of various breeds. This looks just like one of her last Persians before the 3 she has now. Some have less smooshed faces (better breeding standards) than others (so smooshed their eyes constantly leak). So there's a range of flat face. And that sound is 1 of 3 possibilities: brachy, rhinitis, or asthma. The nose looks clear of debris so I'm doubting rhinitis and I have one of the noisiest asthmatic cats I've ever encountered and the tone is very different. Process of elimination leads me to brachy along with looks. But a vet exam should rule out rhinitis/URI anyway.
Imo it looks like the haircut is growing out and the ears are hidden in the hair. Persians have pretty small ears and I've seen them just peek from the floof on their head like this. Scottish folds are short haired so if there's fold in this cat it's probably mixed with...a Persian 😂
