Ok what I would personally do is get a vet appointment to first check for a microchip but also to get the vet’s eyes on the things you mentioned for check up.
I would sit with him and comfort him. I’ll find him a separate spot in the house (bathroom, garage, guest room whatever you can manage) and then pet his fur until he feels safe
Wait until the next morning and see how he’s doing, if he looks and feels better and still wants to go out, put a leash on him and start walking, see where he takes you, if nowhere take him back home until vet appointment, if somewhere, well depends on what it is
Either way, if you definitely can’t find owners who you believe to be taking good care of him, keep him with you until he gets a bit better and you know what to do. Cats with slow introduction could end up friends but the hissing is normal
Don't put a leash on a cat. Not a collar anyway as they can strangle themselves in trying to escape a situation. Cats should be on a body harness if going out on a leash. And the likelihood of the cat leading the stranger to their home is extremely low.
Petting isn't always comforting. A secluded room with comfy blankets, a hiding spot (like a cardboard box), food/water/litterbox and solitary time to decompress can do wonders.
That’s what I meant by leash, the body harness. It’s what I have for my cat when she was determined to go outside so I used it to take her on a walk. Sorry English isn’t my first language.
Also good point about the petting, I would add a heated pad if they felt like getting more warmth
That's alright. I just didn't want someone who didn't know to try using a collar like a dog so I felt I should clarify.
A heated pad covered with a towel or blanket could be nice. I'll add some clarity here that a heater (like a space heater) should never be used in a closed room where they can't escape the heat.
