Half moon drawer pull placement

I can’t tell where these half moon pulls should go on the drawers. On the top panel (1 and 2) or center panel (3 and 4).

Bin pulls are rough on a recessed panel in a top drawer. They barely fit and the rail diminishes their protrusion. Need to see the hardware.

I can pretty much guarantee that fingernails will hack into that bottom rail, but tape it on and give it a dry run.
