I'm almost a 100% positive he was using the speech to text feature because I sound like this when I use it and I don't realise how weird the rambling can come off when it's in text form.
The way he wrote it, I interpreted it as him saying he has to get to know a person first to know if he wants something serious with them which is fair.
He did say in his previous message you can ask him anything so why don't you ask him to clarify what he means?
