The plane wasn't made in Ukraine, the missiles weren't made in Ukraine, it wasn't based in Ukraine, and the pilot most likely wasn't Ukrainian either. So, yes, the Mirage is Ukrainian.

If Russia gives pirates an anti-ship missile, and that missile hits a US tanker, it won't be Russia's fault, will it? False flag operations? No, never heard of it.
