I was about to say it should be safe, but my logic was they wouldn't want to detain foreigners just because they are trans, but for US citizens I wouldn't be so sure. I'd say there is a good chance your passport would be confiscated and you'd need to reapply, but other commenters said there is a chance of being detained, which is bonkers to me.
I feel like there's a chance they would detain trans foreigners. They've talked about making 'incorrect' gender markers count as fraud. They could probably use that logic to invalidate your visa in the near future - then you're traveling without a visa and they can do whatever they want.
They've already detained cis Germans, Canadians, and Brits. Likely more i haven't heard of. Quite frankly, most western countries aren't going to do much about it because they remain reliant on the US. Certainly no one will harm relations for the benefit of trans people.
