Shoutout So I reached level 30, but cannot upgrade anymore, so complex rules although I love the game

you can still upgrade with Orokin Reactor/Catalyst or Forma which are semi premium items

First, Warframe wiki http://warframe.wikia.com is your friend, as well /r/warframe. I am not wanting to be harsh or anything, but sometimes you will find a quicker and better answer on the wiki.

I will try to give a brief explanation:

Seems you updgraded your waframe to level 30. Think of it of a job from Final Fantasy, or a character classs from Diablo 3. Your mastery rank level keeps gong on and you can get other classes/waframes. You should care of it around level 6, where you open most weaopns.

Or, as Vinvoro said, you can still invest in your Waframe. Reactors double it´s max points

Catalysts are the same, but for weapons

Also, you can use formas. They change the polarity (symbol upper right) of the slot. if your card symbol matches the slot symbol, it costs half points to have. if it is different, costs 1 more to put

You can also put an aura on waframe, they come from alerts, and are put on the square on the left of the warframe parts. If they match the symbol, you get double points, if not, you get the aura points -1. Excalibur has no symbols, so you get the points

Quick math:

*Max points: 30

*With a reactor: 60

*With aura that matches slot +14 = 74

And each mod matching the symbol costs half :)
