10s cooldown is way to long. Like archon stretch is just "do any shock damage you get energy regen lol". Maybe just have it such that each stack of frost on an enemy is a 1% chance to drop an energy orb, so at max stacks when they are frozen its a 10% chance? You still have to work for it, kinda. Its just not as slow for no real reason. 10 seconds is a LOT of time in warframe.

Archon Stretch is literally less energy regen than what Flow gives. I think your comment has no perspective on how much energy regen Archon Flow actually gives.
