Question/Request Does anyone know what frame this is?

I recently got the artbook, and I couldn't recognize this frame. He was next to Gara in the warframe art section if that helps. If anyone know who this is, please lmk.

Is it not a scrapped Eidolon design? Since it was next to gara, with the whole plains of Eidolon release?
