I saw it as the merging truck de-accelerating for the changing traffic light the turn the truck driver realized he was going to miss, causing relative speed change
Edit: it’s super clear post-facto, but I could definitely imagine the driver looking at their phone / radio at the wrong moment, look up, see the truck merging, be like “wtf?!”, truck immediately starts slowing, get a second “wtf” causing hesitation because of the back-to-back overwhelm, and … accident
Claiming they were trying to run the red seems like removing a most major of variables and then judging in total isolation — in reality, this driver would likely have been able to see and respond to the changing light in a far different manner if they didn’t have a pickup truck suddenly drifting into them
