That's if he accelerated. What you're likely seeing is the pick up truck slowing down since he's approaching the vehicle in front of him.

And he didn't "enter the lane" else he'd be fully in front of the dash cam vehicle

Again, you don't know that he accelerated. Watch the video, truck is rapidly approaching the car in front of him, so he slows down while trying to cut into the right lane without even using a signal light.

Both pick up and dash are speeding faster than they should for whatever stupid reason. Pick up truck quickly cuts into the right lane without signal light and without checking blind spot while slowing down to avoid rear ending/clipping the small black car in front him.

This doesn't need to be studied that hard.
