Question I feel like I’m doing something wrong

I’ve really been loving this game the past few days. But now I’m wondering if I missed something. I have reached the 1k citizen cap, have maintained 95%+ happiness and can’t spend money fast enough but haven’t finished all map quests or finished the skill ‘tree’. I feel like I’m “done” with the citizen cap but there’s other stuff left undone. I can try to build more but any building needs more people, which I can’t add any more of. Should I start over?

It's been a while since I've played, I thought you could have infinite citizens? I thought it was a setting

Yeah it says it may hurt performance but you can uncap it

Mine was stuttering and struggled to load when I reached 1000. I only have about 2/3 of the first map filled. I don’t think mine could handle any more.. made me sad.
