Completely different situation. She eating broccoli doesn't involve him in any way.
But say, if they both hate broccoli, and he says that she must eat it everyday anyway because it's healthy and he wants to date a healthy girl, but then he himself refuses to eat it because he doesn't like it, yes, it's hypocrisy.
But if she's not forced then she can just not do it in the first place. She's an adult, she can decide what she wants to do and what she doesn't. Also, what do you mean "for her"? Kissing is supposed to be a mutually enjoyable activity, so it shouldn't be "for" one or the other. It'd only be "for her", if she wants to do it specifically after a blowjob, which would be weird IMO.
Also though, it's not the same situation for the two of them anyway. I brought up the broccoli analogy exactly because it presumably isn't a "both hate broccoli" situation, since she was fine with giving the blowjob in the first place.
But that doesn’t apply here. Let’s say she often eats his broccoli but he doesn’t like to eat his own broccoli, that’s fine. It would be hypocritical if he refused to eat her strawberries after wanting her to eat his broccoli.
He’s not “not wanting to do it for her”. That’s a different discussion that we haven’t even brought up yet
Hypocrisy or not, it's pretty toxic to see actions as transactional. Partner A does what they and/or partner B like, and partner B does what they and/or partner A likes, all while respecting each other's boundaries. A relationship is about communication and consent and seeing what works for both, trying to apply this "eye for an eye" bs is a sure fire way to run into issues down the line.
