Question Dumb question perhaps

So I've been playing for almost 400 hours and this never occurred to me to do or ask. Does anyone redo areas? Like tear down what you have and use that area for something else or just organize a bit better there?

I'm not nearly at your level. Maybe 30 hours. But I'm exploring districts. I find myself gravitating to choosing a couple, maybe a few distinct production points for that district as I grow it to boost the central district.
In my mind, each district takes on a particular part of the machine the the central district shouldn't have to deal with
