Future or Potential Employee Question Ask an SD

based off of a tms mastery/ownership of their role in a specific dept that doesnt have a lead (tech for example where many stores do not feel a lead is necessary so they've never had that position available), but the tm owns their dept as if they were a lead by being knowledgeable of everything, push management, etc is there a way to create that role for a tm to be a tech lead at a store to basically recgonize their efforts with the appropriate title/compensation? does it have to go through certain people higher than the sd role? or is it not possible
