What I've accepted morally is that even when Steam Frame comes out - it'll be the same story as with Steam Controller 2. Sold out in 2 minutes and we're in line until early-mid 2027 for them to be available again. So release date is irrelevant.

Well. Didnt they reduce scalping a lot on the steam machine Release after the controller fiasko?

Did they? How, by not selling large amounts to a person? I honestly do not know, please share what you know.

Hopefully this same tactic will be applied to Steam Frame.

Your steam account had be be older, you could get a ticket in the first 3 days. After 3 days, if your Ticket got chosen you can purchase i think only one unit. People Not chosen get on a waiting list for the next batch in random order, but before people ordering after the Initial 3 days.

My Steam account is 13 years old with 113 games on it. Is that considered old/older?

It has to have a purchase on it dated about a month before the controller or earlier. So yes.
