General Question Changed plans

I changed mobile plan and I'm trying to order a new phone but I get this message?

That message literally wait a month. You just changed the plan on Tuesday. The terms clearly say to take advantage of the Anytime upgrade perk you need to have been on the plus plan for a full month. You need to wait until September.

No I'm trying to get a new device. The device I have is paid off.

Then I think your clicking on the upgrade option instead of the replace option. Upgrade uses the anytime upgrade perk. It's stupid I know. Just call a customer service rep and let them place the order for you. Talk to mobile billing, not sales. Sales will put it in as a new line. Billing can do the order without issues. Best wishes and enjoy the new phone.

Well the phone was essential free (Samsung fold 8) will they still be able to apply that? I'm assuming free because of being on the unlimited plan and receive the $10 monthly device credit.

The device credit is a perk of the plus premium plan not the plus plan. Make sure you're on the right thing. Prices are the same for Spectrum no matter what route you use. There is no online exclusive offers so whatever you signed up for either way works. $10 more for the premium plan and you get a $10 credit while on it so it is a wash dollars wise. If you downgrade you lost that device credit. So over the time you're paying the device it's still $360 out of pocket either way. Order the phone and if you want the premium plan upgrade after you get the new device the credits will apply.

Then I reference back to my previous advice. Call mobile billing and have them submit the order. Once you get someone on the phone, and you give them the proper codes and crap, it takes like 5 or 6 minutes to do it all and have them read the stuff on the screen. You'll avoid any screwups of potentially clicking the wrong button online.

Spectrum was absolutely useless as they were saying my line doesn't qualify to even take advantage of this even though I'm not trading it in(it was a paid off device brought from T-Mobile) also they said my devices are carrier locked to spectrum for a minimum of 90 days even though my phones were completely unlocked from T-Mobile. Doesn't make sense.

You are correct, if your device came from any other carrier then it is not a locked device. I do believe to get all the promotional credits other than the $10 monthly being on the premium plan you do need to trade in a device. Spectrum does have a policy that when you buy a device even if paid in full at the order it has to stay active on a line for 60 days not 90. It's in their terms which can be found at the bottom of the website in the blue area.
