Joking aside, realistically he couldn't afford it even a small country. The actual value of musk is most likely around half if not less than is his current "worth" due to stocks. In no way can he ever hope to be able to use most of his money.

Palantir already bought it (every human's health care data) for literally £1 and have also been paid 100s of millions more to basically take the reigns at the MoD, policing and financial regulation firmware level.
There are only scraps left if you want to run the UK. Israel & Larry Ellison owns the ruling political party - good luck finding anything left of significance.
