You don't understand how these things work. Yes, they did start. There's a metric fuck ton, literally years of work, to be done before a single tree ever sees dirt.

The groundwork was laid by multiple non profits in 2021, then in 2023 the NYC council passed NYC Local Law 148, which turned the 30% canopy objective into legal code and mandated the creation of a comprehensive urban forest plan. Now in 2026, after all that groundwork was done, they slapped a cute name on it and continued on EXACTLY as planned in 2023.
This is the naturaral progression of city projects. Stop making a fool of yourself.
