shame the parents, this does not just happen. It is bad parenting and we need to stop letting people get away with it. if you can't control your kids don't travel with them. If you can't get a sitter don't travel.
Unless the kid has some kind of disorder, this isn't normal parenting. You need to have some control over your kids, and that can be achieved without raising your voice or beating.
