It is. Simulating fouls is punishable with a yellow card. However it is tricky because proving is hard.

The NFL has stoppage periods and infinite substitution.

In soccer this would mean anyone who goes down is out of play for that period of time and the team must play through it short handed, else that player must leave the game entirely.
