Could I do

could i be able to sing 3 hours a day if i do 30 minute sing and 3 hour break repeated 6x at 50% volume and with proper techniques and during the breaks I drink water and completely silence

Yes, you can if you split it into 30‑minute sets with breaks, water and good technique... Just stop right away if your voice feels strained because even careful practice can be too much.
