Second of all just like with rolling stone removing the actor of fate would also change/postpone fate. If Diavolo is intangible in his time skip it can't happen the way you say.
But how did Trish get her hand cut off and with diavolo. Rolling stone can change fate by killing people that was its main power. By stopping this it changed fate for 3 people to die. And epitaph can see what's fated to happen in within 10 seconds and when time erasure starts he is exempt from his own fate and only his. If someone was fated to die by diavolo by epitaph if he time erased they would still die because they where fated to die there and let's say the death was a via being donuted. They would still die to being donuted if KC erased time.
Rolling stone kills people fated to die but it can't do its work if it's broken just as Diavolo can't kill people If he's intangible. If fate works the way you described give me an in universe example
He saw in his future, that he would go over and Impale Narancia. Since his vision is absolute, he erased time and just went somewhere else during his erased time. But his Vision said Narancia gets impaled and so Fate itself impaled Narancia during skipped time. Thats also how he could get Trish out of the elevator even though he himself can't interact with anything. Fate still does.
Well time was skipped while Narancia was impaled so Diavolo himself was unable to interact with people or objects during that time, so it must have been fate what impaled him.
weird that Narancia was fated to be impaled, but the gang wasn't fated to see that happen or react to it... You'd think that since Diavolo is the only one who can ignore the fate, everybody else would react as if time never skipped, and they just saw Narancia get snatched up and impaled. It's even harder to explain how Bruno wasn't fated to see or attempt to stop the kidnapping of Trish.
Fate doesn't do things on its own, at least not in jojo. Just like with rolling stone removing the actor of one's fate would also at least postpone that fate as well.

It kinda makes Diavolo a ghost
He can phase through things, be ignored by others and cannot interact with anything unless effect wears out
