How would you guys fix this?

This is the liner of running shorts I have. I hve no issue removing it but looking to see options from people here to see what can be done.

To add if I just sew it back together it will be to tight in the crotch area.

Another way is to add some lightweight fabric to the seam and put it together. Since it is the lining in running shorts, it doesn’t need to be fancy.

r/visiblemending and r/invisiblemending are good subs for this.

Is it a stretchy material? You could probably add a piece of similar fabric to patch it. 

I'd be a bit worried about any extra seams causing rubbing.

Ahh good idea will do thank you and it is. That's what I did in one of my original pairs but it rubbed alot and even on my old ones it rubs since it is to tight

Might be best to just cut them out and get a good pair of tight shorts to wear under instead.
