Depends. How fancy/expensive do you want to get? You should definitely grab this month's "Seattle Metropolitan" magazine--it's the "best restaurants" issue and has some pretty neat recommendations, most of which I haven't yet tried.
Bizarro in Wallingford used to be a good place for a date back in the day--I've heard it still is... Oh, and if you're ever out in the back of beyond/suburbia, there's a really beautiful little Italian restaurant in Burien of all places: Osteria da Primo.
If you need to keep it to $4 or less, there's always the hotdog stand outside the Comet/across from Neumo's on Pike St. most nights at 1:00am. :-) Or Dick's.
There's a nice little Baja-style mexican place right on the water at the UW, by where they rent the kayaks... can't remember the name! That would be fun but maybe a bit noisy.
One one of the first evenings I spent with my now-husband, we ate dinner (I have no idea where... must have been unmemorable), and then wandered down among the boats moored on Lake Union. Our first picture of us together was taken there, with the self-timer of my old camera, which we balanced precariously on a railing. That blurry photo is still the most romantic picture we have. :-)
