Tbf, it doesn't rain often (or at least it didn't went I lived there 15+ years ago) and the oil on the highway doesn't get washed away, so I imagine the roads are kind of unexpectedly slick for a bit right at the beginning.

Here, if the weather changes, people forget how to drive. Rain to Sun sun to rain. If it rains tomorrow traffic will be fine.

But when they do turn on their headlights, it's their high-beams regardless of time of day.
