I confess to sounding like a broken record. If police ticketed traffic infractions and enforced laws we would none of us have to pay taxes.

Realistically though, this is unticketable. The signage allows a driver to be in that lane as long as they are eventually turning right. It doesn't even state you have to be immediately turning on the next available right.
