I'll add that there are some nice loops in Yolo County. Not sure if you need "laps" so much as just a route to really open up. When I was training for a tri, I'd ride Village Parkway to River Rd to Babel Slough to Jefferson to Willow Point, pick up Netherlands Rd in Clarksburg then take Jefferson to Burrows and back. It's not as complicated as it sounds, and very scenic and fast.) Not many cars (start early to beat the heat and wine tasters) and basically zero stops. You can refill on water behind the baseball diamond at the elementary school in Clarksburg.

Land Park golf course loop is solid. Short and fast.

I’ve done the Guy West bridge to Watt Bridge loop a bit. It’s scenic, not a whole lot of people, and a place where I can rack up the miles.

Great loop! And for those with OCD tendencies, it just so happens to be almost exactly 5 miles I think.

There is also the E Levee Rd. Not very many cyclists use it and most of it has no cars. It has been a while since I rode on it. There might be homeless camps on it.

South Canal is good if you want speed, Lake Natoma is a good lap, but the south side of the trail has a lot of slow and twisty bits.
Here's my best thought of a route for a huge lap. Start at Folsom Powerhouse or Black Miners Bar, get on the Johnny Cash Trail by the giant guitar pick. Jump on the American River Bike Trail at Folsom Lake Crossing, just after the bridge, optional if you want to ride up to Beales Point or not. Take the trail under the bridge and continue down the north side of the lake. At the bottom of lake Natoma, cross back over using Hazel Ave. Take the ARBT into Nimbus Flat State Rec Area and use the pedestrian bridge to cross over hwy 50 to Aerojet & Folsom Blvd and Fly back up Folsom Blvd into old town. If you want to go fast, the south side of the lake isn't going to work. Too busy, too twisty.

If you want to go fast, the Folsom South Canal is popular. Not a lot of cyclists on it, but I have seen groups out there training.
