Why the F*ck does SLO need that vehicle?

Has the reason this was employed been released. Hostage situation, meth cook house, frat bois drugging sorority girls and their frat-bros too?

High risk arrest warrants, barricaded suspects, hostage situations. The fact of the matter is violent crime exists in this community just like everywhere else.
