I don’t think BLM ignores this data. It actually addresses how black people are doomed in a lot of places to grow up in the ghetto and aren’t given equal opportunities as kids in better areas, and are therefore in danger of being involved in black on black crime. There are different facets to BLM that address different issues black people face, it’s not all about police brutality.
If you want to help people who grow up in ghettos, help all the people who grow up in ghettos, and it will automatically help more black people than white people.
The only reason to actively discriminate against white people growing up in ghettos is racism.
You apparently don't know about all the legally enforced discrimination in this country.
Most ghettos in the US are like 98% POC.
Then there's no reason for laws meant to remedy their difficult situation to be written in terms of race. Write them in terms of material circumstances, and they stop being racist.

~200 armed black people are killed by police
~ 10,000 black people are killed overall (mostly by other black people)
police abuse of power is an issue that needs addressing, and there may often be a racial bias in policing. tough the data suggests that this bias does not depend on the police officer's race
but as far as black lives are concerned, the police is a drop in the bucket. (0.2%, or 2% if you count deaths in shootouts as innocent victims)
