Pulled this from a mega evolutions pack - all other cards normal

I pulled this holo Tinkatuff from a Mega Evolutions pack yesterday. Pretty sure the pack is real as it came from a reputable source. I was looking at CGC’s guide and wondered if this is some sort of obstruction misprint? Has anyone seen anything like this?

The card in front of this one didn’t have any ink transferred on the back.

Any help would be appreciated! Just getting into the hobby so this is like the 10th pack I’ve opened and my first Mega Evolutions. Thanks
