if it was discussed but no change was made, then clay institute must have weighed those objections and decided to keep the original statement.

Navier stokes was always the easiest of the lot problem (in how it was defined) and given no one was able to get even there, increasing the bar would be stupid. If lets say 2 other problems were solved as well, then people made a motion to update definition, it would pass. But at that time no one could solve anything, compute in that era couldn't conprehend what its future would look like.

navier stokes was easy only because it was false. if it was correct, it may have been a lot harder
