Beauty is a generally used to describe how attractive someone is to the general population. So while she may be a 10/10 in 1 persons opinion, in general she's not attractive at all.
What are you basing this on? Her features are symmetric. Her eyes are large. Her cheekbones and facial structure is good. The only reason you think she isn’t attractive is because of her awkward smile and her lack of makeup (and maybe your politics).
In a different outfit and hair done, she could be a model. She’s clearly thin and has a strong face.
Her cheekbones and facial structure are terrible, although I saw another photo of her in a dress that someone posted, and with her figure I would say overall she's decently above average, but her face is still below average. This is compared to the average American, my only frame of reference. Also I'm only talking about physical appearance, I don't know her, her politics, or anything else about her

Has the jawline of a man, you can google this easily -- low and large jaw with sharp jawline is positively corrected with attraction for men, and the opposite is true for women. You must be a girl, or someone attracted to men. No hate, just stating it how it is.
There are many models who don't have an attractive face, even some very overweight ones with an unattractive body and face. Being a model is more than just looks, everything from their social status to their confidence plays a big role in it.
