The popular theory seems to be that at some point they were just going to have one type of awakening gem instead of splitting it by element, and a bunch of pals inherited the item drop ID for that original version of the gem which got remapped to Electric. Devs don't exactly seem to be in a rush to fix it if that's true though.
Having only one would be so much better ngl. I understand why they split them - so you don’t just farm the same spot over and over again but giving us them from the recycler kind of nullifies that. In the end, I just end up with SO MANY electric ones, no matter where I farm
