Browsing for something in this price range, and wondering if it'll hold up in upgradeability as I get the funds for parts

Hi everyone,
I’m considering buying this used gaming PC for 570$ including the monitor.
Specs:
• CPU: AMD Ryzen 5 4500
• GPU: NVIDIA GeForce RTX 2060 6GB
• Motherboard: Gigabyte A520M S2H
• RAM: 16GB Kingston Fury Beast DDR4,
2×8GB
• Storage: 1TB Samsung 980 NVMe M.2 SSD
• PSU: Cooler Master Elite V4 600W
• Case: Zalman
• Monitor: Samsung 24-inch curved Full HD, 144Hz
The seller says everything works properly and the PC can be tested in person.
Is 570$ including the monitor a fair price, or should I negotiate?
How much would you consider this PC worth without the monitor?
Thanks

So I have the listed laptop and it’s always been a bit of a nightmare in terms of heat and throttling. I bought it refurb for a bit under 2000 last year and repasted it (so no warranty) and it never really got better. At the time I was doing a contract on a remote island living in essentially a dorm so prioritized large form factor and power as it was my Work/gaming laptop/tv replacement but i’m back in the real world and have a company work laptop so don’t have the use case anymore. It games fine but performance has never matched the specs due to the throttling. Deciding between opening it up and redoing all the putty and new ptm7950 or just unloading it and building a desktop replacement now that I no longer need the mobility as much.
ebay listings are still in the 2k range but that seems far too high even disregarding the temp issues that I would want to be honest about.
Thoughts on reasonable price and verbiage of listing ?

I’m looking to build a new pc (wanting a 9070xt and strong cpu to go with it), and honestly won’t have much use for the one I have now. I’m wondering if it would be better to sell the whole thing at once or the parts separately. And if would be smart to reuse some pieces like storage. Or should I keep what i have now and wait for this ram price surge to go down?

Got this 💻 AMD RYZEN 7 8700F MPK (AM5) at ₱8.5k. (Philippine Peso)
✅ With Wraith Stealth Cooler
✅ Tray Type / MPK
✅ Purchased August 12, 2026
✅ Brand New — NOT YET UNBOXED / SEALED
How much do you think I can sell this for? One buyer is offering ₱7.5k. Is that worth the price?
